Haryana imposes austerity measures, restricts foreign travel
Chandigarh: The Haryana govt has rolled out an austerity and resource conservation plan aimed at curbing fuel consumption, reducing public expenditure and promoting sustainable practices across departments, PSUs, local bodies and citizens. The measures take immediate effect and will remain in force till Sept 2026.A directive issued by the chief secretary, Anurag Rastogi, on Wednesday cited global economic uncertainty triggered by post-Covid supply chain disruptions, the Russia-Ukraine war and tensions in West Asia, which have contributed to rising fuel prices and import pressures.A key restriction under the policy is a blanket ban on foreign travel by govt officials for both official and personal purposes, except in medical emergencies. Departments have also been instructed to conduct at least 50% of meetings via video conferencing and minimise physical movement of staff.The govt also barred expenditure on non-essential official functions, including seminars, entertainment events and hospitality. Authorities have been directed to avoid granting permissions for rallies, road shows and large public gatherings during the period.On fuel consumption, the finance department has been tasked with ensuring a 20% cut in petroleum expenditure across departments. Monthly certification of at least 10% reduction in vehicle usage has been made mandatory, supported by a digital monitoring system.VIP convoys will see a 50% reduction in accompanying vehicles, while procurement of non-electric vehicles by govt bodies has been completely prohibited.To accelerate the green transition, Haryana will expand EV charging infrastructure and strengthen public transport systems. Urban bodies have been asked to promote cycling networks, while departments have been advised to encourage work-from-home and staggered office timings to ease congestion.Energy-saving norms include maintaining air-conditioning at 24-26℃, reducing unnecessary lighting and optimising office hours for daylight use. The state will also push solar energy, waste-to-energy projects and biogas initiatives.In agriculture and industry, the govt plans to boost oilseed output, promote natural farming, support MSMEs and encourage local manufacturing and e-commerce participation.MSID:: 131639158 413 |
