Motihari: The East Champaran administration and district police were left red-faced on Saturday after a fresh medical examination conducted by Motihari sadar hospital doctors confirmed that the minor girl was raped and brutalised. An earlier medical test conducted only after 11 days of the minor’s ordeal on June 11 had negated rape. Even ADG (HQ) Sunil Kumar, East Champaran SP Jitendra Rana, DM Anupam Kumar and civil surgeon Dr Prashant Kumar had denied the girl’s allegations that she was raped by one Samiullah of the same village, who attempted the same on June 13 and inserted a stick in her genital on June 15 in full public view for bringing the matter to the police.
Dr Manoj Kumar, the Motihari hospital deputy superintendent, and Kamini Devi, an attending nurse, on Saturday confirmed rape, injury and swelling on the girl’s private parts. National Commission for Women (NCW) member Sushma Sahu, who visited the hospital, took written statements of Dr Manoj and Kamini in the presence of the girl from Jamui village under the Ramgarhwa police station in the district.
“The district administration and police officials tried to hush up the case. I will submit a report to the Union ministry of home affairs and medical examination of the girl would also be performed in Delhi,” Sushma said and added, “The SP’s role is very much suspicious in this case and she will report it to the home ministry.”
She asked the civil surgeon to send the medical reports of the rape cases in the district in the last 10 years to NCW for study. She was pained to see the situation of the girl who has been struggling for life in the hospital since June 17 without any proper medical care.
Defending himself, Dr Manoj said the civil surgeon had constituted a board of three doctors -- Dr Priti Gupta, Dr Kumar Saurabh and himself -- and the medical examination was conducted on June 22. “Dr Priti, a gynaecologist, took the victim inside a room, examined her private parts and prepared the medical report that no sign of rape was found. Dr Saurabh and I just signed the report,” he said. “Now, based on my examination, I can say the girl was actually raped.”
Meanwhile, Union agriculture minister Radha Mohan Singh and his cabinet colleague Updendra Kushwaha visited the girl and her family in the hospital and assured them all help. “The administration is trying to hush up the case at the government’s behest,” Singh alleged and said the case was lodged after five days of the incident and medical examination of the girl was done after 10 days of her rape.
Kushwaha demanded speedy trial in this case.
