Was it a failure of LIU?

LUCKNOW: Was it a failure on the part of the local intelligence unit as the agitators, who had been staging a sit-in at Shaheed Smarak with their demands, had started assembling at the site since Wednesday night itself.
Besides, if the claim of district magistrate Anil Sagar that the violence was the handiwork of some anti-social elements present among the MNREGA members is true then did the intelligence sleuths have such an information?
Last but not the least, if there was such an information with intelligence sleuths then why adequate police bandobast was not made?
DIG DK Thakur, however, refuted all claims and said that adequate police force was present at the spot and it was because of this that the situation was brought under control in bare minimum time.
