Yogi Adityanath on Tuesday said Uttar Pradesh has decisively moved away from cumbersome procedures to a governance model driven by efficiency and transparency. "There is no red tape in Uttar Pradesh—only a red carpet for investors," he said.
Addressing the UP Pharma Conclave in Lucknow, Yogi said UP now exemplifies trust, transformation and timely delivery and the reason for this is Triple-S guarantee — Safety, Stability and Speed.

Welcoming investors and industry representatives, the CM highlighted Uttar Pradesh's remarkable transformation into a business-friendly and investment-ready state, reiterating the govt's commitment to partnering with global and domestic pharmaceutical players for long-term and sustainable growth.
He underlined the state's significant improvements in road, rail, air, and digital connectivity, noting that robust infrastructure is now driving industrial expansion across the state.
He said the establishment of the rule of law in the state has proved to be a game changer. "No one has the liberty to play with the law in this state… If anyone attempts to challenge the law, the law responds decisively within its framework and in the same language," he said.
Referring to the situation before 2017, the CM said: "Insecurity, anarchy and mistrust were deep-rooted. Between 2012 and 2017, more than 900 riots took place. No city was an exception to curfew. People associated with industry, trade and healthcare were either forced to pay ‘goonda tax' or migrate."
The CM said govt has taken a number of steps to create an ecosystem that attracts investment. "A policy framework is in place, processes have been simplified and infrastructure built. And land is being provided at extremely attractive rates. Incentives are being extended to those going beyond the comfort zone. You will get a red carpet in UP. The govt's objective is not to intimidate industries but to facilitate them," he said. He cited numbers to prove UP's turnaround. "State has attracted investment proposals worth Rs 50 lakh crore so far, out of which proposals worth Rs 20 lakh crore have already taken off. In fact, production began in many of them."
Emphasising that UP was working with a clear vision and strong policy framework to become a leading centre for pharmaceutical manufacturing and innovation, the CM apprised the attendees about the Lalitpur Bulk Drug Pharma Park.
Referring to the Medical Device Parks coming up in Gautam Budh Nagar, the CM said: "The state began an exercise to establish a US FDA testing lab, which will help pharma units export their products to international markets. The presence of world-class logistics hubs and Jewar Airport, and the western dedicated freight corridor, will aid it further." Yogi said the state is working to establish a world-class pharma institute in Lucknow, besides new pharma parks in Bareilly and other districts.
Assuring investors, the CM said that the UP govt stands firmly with them in every situation. "Here in UP, govt ensures zero political interference, transparent policies and time-bound incentive disbursement. This is a good time to become a part of the UP growth story," he said. He added that by shunning the infamy of being a BIMARU state, UP has become a revenue surplus state that is fully prepared to take a lead role in the nation's march towards becoming Viksit Bharat.
