EC adds 2 names to CEO list

HYDERABAD: In an unprecedented move the Election Commission has recommended names of two officers to the state government, to be included in the list of four names from which the next Chief Electoral Officer (CEO) of the state would be chosen.
The two names suggested by the EC are that of Rajen Habib Khwaja, a 1976 batch IAS officer currently posted as chairman and MD of Singareni Collieries Co Ltd, and Venkataramani Bhaskar, a 1981 batch IAS officer presently posted as commissioner of commercial taxes.

In the directive given last week to the state government, the Election Commission also ���requested' the state to suggest two names from its side.
Accordingly, the state has given the names of Chandana Khan (1979 IAS batch), commissioner of inquiries at general administration department, and Indrajit Pal (1977 IAS batch), MD of AP Industrial Development Corporation.
General administration department (GAD) sources confirmed to TOI that the panel of four names were sent by the state to the EC on Monday evening.
EC sources in New Delhi said the new CEO would be picked only from the two names that it suggested, namely Khwaja or Bhaskar and that the two names suggested by the state would be ignored.
The GAD sources said it was highly unusual for the EC to recommend names for the state to forward to it. When asked about it, chief secretary T K Dewan said: "Yes, they have suggested two names to which we are adding two names to make a panel of four names."Asked if it did not indicate a lack of trust on the state government to appoint officers to the post of CEO, Dewan said: "I cannot say that.

All I know is that they have suggested two names,"he maintained.
The election commission, however, insisted that there was nothing unusual in it recommending names to the state for the post of CEO. "It is well within the right of the election commission to ask for suitable officers,"said EC secretary Tapas Kumar, who is in charge of Andhra Pradesh.
Earlier, the EC rejected all the three names suggested by the AP government for the new CEO who will replace M Narayana Rao who was removed after the irregularities in the Visakha-I assembly bypoll.
The three names sent by the state were that of S Pradeep Kumar Naidu (1973 batch IAS), Godavari Valley Development Authority Chairman, Prasanta Mahapatra (1980 batch IAS), commissioner of inquiries, GAD, and S Chellappa (1979 batch IAS), principal secretary, fisheries.
