Hubballi: The rural drinking water and sanitation department has issued notices to chief executive officers of several zilla panchayats in the state, including some in north Karnataka, for failing to achieve the target in construction of individual toilets under the Swachh Bharat Mission Special Component Plan (SCP) and Tribal Sub Plan (TSP) for SC/ST in 2015-16.
According to a statement on SCP and TSP release and expenditure for 2015-16 (till Dec end), ZPs of Mangaluru (DK), Dharwad, Uttar Kannada, Davanagere, Hassan, Haveri and Belagavi under SCP and Kalaburagi, Vijayapura, Hassan, Chickmagaluru, Mandya, Ramanagara, Mangalore (DK), Uttar Kannada, and Bengaluru Rural under TSP schemes, have been served notices for failing to reach target and very poor and dismal performances in construction of individual toilets in their jurisdictions.
Under SCP schemes, Mangalore DK has achieved just 7% of the target, Dharwad 8%, Uttar Kannada 12%, Davanagere 13%, Hassan 16%, Haveri 18% and Belagavi 19%. Under TSP schemes, Kalaburagi has registered 0% progress in constructing an individual toilets, Vijayapura 2%, Hassan 6%, Chickmagaluru 10%, Mandya 10%, Ramanagara 12%, Mangaluru (DK) 12%, Uttar Kannada 17 %, and Bengaluru rural 18 % .
The notices signed by Subhash Chandra, additional chief secretary, rural development and panchayat raj department, say that by the end of financial year, there should be 100% achievement. "But the progress in your district is very disappointing and not up to our expectation. Now, you should wake up and expedite the process of constructing individual toilets under SCP and TSP Swachh Bharat mission projects to meet the target till March end. Officers, who failed to reach the target, will be held responsible and we are forced to take legal action against such CEOs of ZP, who failed to achieve this target in given time."
ZP CEOs have also been asked to submit time-bound action plan to meet this target and give reasons for not reaching target by themselves.
