Hry frames green hydrogen policy, eyes 250ktpa in 6 yrs
Chandigarh: To boost the generation of green hydrogen in the state, Haryana govt has come up with a ‘Draft Haryana Green Hydrogen Policy 2024’ and has sought public comments over it till March 15. Thereafter, the policy — which aims to generate 250 kilo tonnes per annum (kTPA) green hydrogen by 2030 — will be notified.
The state govt will provide 100% exemptions in stamp duty, transmission charges, local body tax, non-agricultural tax, and electricity duty, and facilitate the creation of supporting infrastructure for the generation, storage and transmission of the clean energy fuel.
The draft is in line with the central government’s National Green Hydrogen Mission (NGHM) which started in Jan 2023. Biomass (generated in the farm sector, which is otherwise burned leading to emissions), and municipal solid waste generated in the state, in addition to the renewable energy, will be utilised in green hydrogen projects. Green hydrogen hubs and clusters will be created, and the state government will facilitate it by providing support infrastructure, water and land.
The draft proposes 100% exemption from electricity duty for a period of 10 years for green hydrogen and its derivative projects for the consumption of electricity procured from renewable energy plants with or without storage. The state will give 100% exemption from intra-state transmission charges and wheeling charges for a period of 10 years.
While allocating the land, connectivity to transmission infrastructure and water infrastructure, priority will be given for the development of renewable energy hybrid plants and pumped hydro storage projects tagged to green hydrogen and its derivatives projects.
For cost effective supply and processing of biomass to be used in green hydrogen, all relevant clauses as under Haryana Bio-energy Policy 2018 will be applicable. Cross subsidy surcharge and additional surcharge shall not be applicable for electricity procured to produce green hydrogen.
Local body tax and non-agriculture land (NA) tax shall be exempted for land acquired for green hydrogen projects under the policy. Also, 100% exemption from payment of stamp duty for land acquired for green hydrogen projects is also proposed under the draft.
The state’s new and renewable energy department will form a new task force, Haryana Green Hydrogen Planning Committee (HGHPC), which shall act as a nodal agency for driving all green hydrogen related policy, coordination, implementation, monitoring, compliance, and any other associated work. The HGHPC shall facilitate seamless transfer of all central government benefits.
A single window facility for approval/allotment of all green hydrogen projects will be created. Grid connectivity to green hydrogen projects will be provided on priority basis under the electricity rules.
