India's top 10 states with highest literacy rates in 2025

India’s journey toward literacy has been remarkable, with states and Union Territories showing significant progress in ensuring access to education for all. The latest figures reveal that smaller and northeastern states have taken the lead, showing how consistent policy focus, community involvement, and inclusive education models can transform societies.
As per the Directorate of Information and Public Relations (Govt. of Mizoram), Mizoram, on May 20, 2025, became the first fully literate state under the ULLAS (Understanding Lifelong Learning for All in Society) initiative. Here’s a look at India’s top 10 states with highest literacy rates.

2/11

Mizoram

Mizoram stands proudly at the top with an astounding 98.2% literacy rate, making it the most literate state in India. Mizoram is the first fully literate Indian state in 2025. Education in Mizoram is deeply rooted in its social fabric. Almost every village has a school, and community-driven initiatives have played a vital role in achieving this status. Mizoram’s success story shows how even geographically challenging regions can excel through dedication and collective effort.

3/11

Lakshadweep

The scenic Union Territory of Lakshadweep ranks second with an impressive literacy rate of 97.3%. Despite its limited population and remote island setting, it has successfully developed an inclusive and efficient education system. The Lakshadweep administration places strong emphasis on schooling, ensuring that every island is equipped with well-established government institutions and qualified teachers.

4/11

Nagaland

Nagaland’s 95.7% literacy rate reflects one thing - education as a means of empowerment. Non-governmental organisations, church missions, and local communities have all collaborated to ensure access to education in even the most remote tribal regions. Female literacy has seen remarkable improvement in recent years.

5/11

Kerala

Long regarded as India’s literacy pioneer, Kerala continues to hold a strong position with 95.3% literacy. Kerala’s model focuses on free primary and secondary education, widespread adult literacy campaigns, and strong community involvement through local bodies. Also, the state has a robust higher education infrastructure.

6/11

Meghalaya

Meghalaya, with its 94.2% literacy rate, shows how community-based education can thrive even in difficult terrain. The state’s network of missionary schools and local educational institutions has made learning accessible to tribal and rural populations. Emphasis on education in local languages alongside English works beautifully when it comes to preserving indigenous identity while ensuring academic competitiveness.

7/11

Tripura

The northeastern state of Tripura matches Chandigarh with a 93.7% literacy rate, marking a remarkable improvement over the past decade. The state has implemented several flagship literacy campaigns and teacher training programs, particularly targeting rural communities. Tripura has a strong focus on female education, early childhood learning, and adult literacy.

8/11

Chandigarh

The Union Territory of Chandigarh mirrors Tripura’s literacy performance, combining modern educational infrastructure with accessible and affordable schooling. Its 93.7% literacy rate reflects both strong governance and a population highly inclined toward education. Chandigarh has a dense network of government and private schools offering quality education.

9/11

Goa

Goa has a 93.6% literacy rate. The state has well-maintained schools and high enrolment rates, supported by a strong network of English-medium and vernacular institutions. Goa’s education system places importance on vocational training, environmental studies, and digital literacy, preparing students for modern challenges.

10/11

Puducherry

The Union Territory of Puducherry continues to uphold its tradition of educational excellence with a 92.7% literacy rate. Government initiatives promoting multilingual education, scholarships for underprivileged students, and widespread adult literacy drives have helped sustain its literacy achievements. Puducherry also has a high rate of female participation in education.

11/11

Manipur

Manipur has a 92.0% literacy rate. Despite challenges like terrain and connectivity, Manipur has achieved widespread educational access through community-based schools, and government programs. The state’s youth literacy rate is among the highest in India, reflecting a promising future driven by education.
