MCM recommends FIR against 2 enumerators for skipping Census duty
Gurgaon: Municipal corporation of Manesar (MCM) has recommended an FIR against two staff members from a govt school in Garhi Harsaru and a private school in Sector 1, who had been appointed as enumerators for census work within the jurisdiction of the MCM.
According to a complaint by MCM joint commissioner and nodal officer Puneet Kumar, the two failed to fulfil their assigned duties and repeatedly refused to participate in the census exercise, which obstructed the enumeration process.
Kumar said that under Section 11 of the Census Act, 1948, any individual who neglects assigned census duties, refuses to perform the work or obstructs a census officer can face imprisonment of up to three years.
Meanwhile, both MCM and MCG have intensified efforts to streamline field operations and strengthen accountability.
In Gurgaon, the civic body has issued directions for the formation of quick response teams (QRT) in all zones to ensure smooth, effective and time-bound execution of census-related work.
According to the directions, all additional city census officers-cum-joint commissioners have been instructed to constitute dedicated QRTs in their respective zones to strengthen field-level coordination and monitoring during the census exercise.
MCG commissioner Pradeep Dahiya said, “QRTs have been formed to ensure that field staff do not face operational difficulties and that the census exercise is completed within stipulated timelines.”
Officials said the teams will provide immediate assistance and operational support to enumerators and supervisors deployed in the field. The QRTs will also be responsible for resolving challenges and issues arising during census operations on priority to ensure that the process is not disrupted.
The orders require each QRT to submit a daily report to the city census officer-cum-additional commissioner. Additional city census officers-cum-joint commissioners will compile these reports and submit them daily to the municipal commissioner and principal census officer for review and monitoring.
Several census workers have reported challenges accessing residential societies, even when presenting official identification and authorisation letters. In response, the MCM joint commissioner has requested that RWAs and management committees cooperate with census personnel and allow entry after verification.
