In general, your article is very misleading. NOT everyone can travel under these travel bubbles. It is my understanding that only Indian citizens and OCI holders can travel to India. The foreigners allowed must themselves have OCI or are diplomats. Clearly, this is nowhere near opening international travel.Frankly, as another poster has stated, COVID does not differentiate between VBM and other travelers. I don't understand why the American government entered into an agreement with India, if American citizens are prevented from traveling to India. I don't see the exchange. I find this to be discriminatory against US citizens. I don't understand the Indian government's policy. Your neighbors have resumed international flights without this ridiculous supposed bubbles.
