'Smart Atmanirbhar Gram': Housing, women, and technology drive UP’s rural growth
Uttar Pradesh is setting a new benchmark in rural development with its ambitious “Smart Atmanirbhar Gram” initiative, signaling a move from welfare dependence to structural self-sufficiency.
For decades, rural India was marked by stagnation and migration due to limited infrastructure and opportunities. Recent data shows that the state’s villages are now emerging as engines of growth rather than mere beneficiaries.
“By adding young destitute widows (ages 18-40) and the physically challenged as priority categories in the 2024-25 cycle, the state is targeting the ‘last mile’ of vulnerability,” officials said.
Uttar Pradesh has provided homes to over 56.80 lakh families, making it the national leader in housing. Residential leases for landless beneficiaries have also addressed the systemic hurdle of landlessness, enabling even the poorest families to access housing.
Economic empowerment in the state emphasises women’s participation. Women make up 42% of the workforce under MGNREGA and NRLM. The deployment of 10,500 “Vidyut Sakhis,” who collected over Rs 1,120 crore in electricity bills, is turning traditional homemakers into financial stakeholders. This strategy not only boosts household income but also gives women agency in local governance and commerce, reshaping the social fabric of villages.
Connectivity in Uttar Pradesh goes beyond road-building. Nearly 600 km of roads have been constructed using single-use plastic waste, a move that addresses both rural infrastructure gaps and environmental concerns. Meanwhile, the PM-SVAMITVA scheme has provided over 1 crore property ownership records (Gharoni), allowing villagers to use property as collateral for loans and fostering grassroots entrepreneurship.
The state has achieved 100% ODF Plus (Open Defecation Free) status, constructing 2.72 crore toilets and promoting solid and liquid waste management in over 93,000 villages. Solar-powered piped water projects further ensure that this progress is sustainable and not dependent on an overstressed electrical grid.
Uttar Pradesh has brought governance closer to citizens through 24,489 Panchayat Bhawans (Village Secretariats) and dedicated assistants at the village level. Officials note that the long-term success of self-reliance will depend on maintaining these assets.
The “Smart Atmanirbhar Gram” initiative provides a blueprint for other populous states, combining aggressive infrastructure targets, tech-enabled land reforms, and women-led economic empowerment. As Uttar Pradesh moves toward a trillion-dollar economy, its villages are no longer spectators—they are central to the state’s growth.
