10 countries with the highest quality of life in 2025, and what makes them stand out

Quality of life is a broad measure that doesn't indicate only income or wealth, and involves more about safety, healthcare, education, environmental conditions, affordability, and overall well-being. However, in this context, various organisations track these indicators using various methodologies. Numbeo’s Quality of Life Index combines purchasing power, safety, healthcare quality, cost of living, property affordability, traffic, pollution, and climate, whereas US News and World Report evaluates factors like economic stability, job market, safety, and public services, and the UN’s Human Development Index considers health, education, and income. By analysing these measures, countries are identified and listed in terms of exceptional living standards, comfort, and opportunities for their residents.

Here is a list of countries that topped the 2025 Quality of Life Index, according to Numbeo—places not only ideal for living but also enticing for travellers seeking comfort, safety, and enriching experiences. (Data sourced from Numbeo).

Luxembourg

Luxembourg tops the list with a score of 218.2. High purchasing power, excellent healthcare (75.1), and a moderate cost of living (73.5) make it one of the most desirable places. Safety is solid at 66.0, while climate conditions score 82.6. Despite high property prices relative to income, Luxembourg’s balance of comfort, services, and economic stability ensures an outstanding quality of life.

3/11

Netherland

The Netherlands scores 216.5, combining a strong safety index (74.2) with top-tier healthcare (80.6). Purchasing power is robust at 144.5, and cost of living remains manageable at 68.1. Traffic commutes are relatively short (22.7), and the climate index (86.8) is favourable. With social infrastructure and public amenities in place, the country ranks high for families and professionals alike.

4/11

Denmark

Denmark shares a score of 215.1, excelling in safety (74.0) and healthcare quality (78.3). Citizens enjoy strong purchasing power (152.7) and a cost of living index of 74.1. Moderate traffic times (27.7) and a balanced climate (81.2) enhance daily life. Denmark’s ideal combination of public welfare, education, and security makes it a leading choice for long-term residency.

5/11

Oman

Oman is tied with Denmark at 215.1, however it stands out among the top 10 with the greatest safety index (81.4). The cost of living is lower at 39.3, but purchasing power is substantial (170.9). The climate index is a comfortable 71.3, while healthcare has a score of 63.3. Oman is a desirable option for foreigners because it provides a special combination of safety and economic stability.

6/11

The cost of living is comparatively high at 106.8, while healthcare receives a score of 70.8. Though short commutes and a pleasant environment (80.6) improve lifestyle, property prices are high (10.7). Switzerland maintains a continuously high level of living due to its combination of economic prosperity and high-quality infrastructure.

7/11

Finland

Finland’s quality of life score is 208.3. The country excels in safety (73.5) and healthcare (77.4), with reasonable purchasing power (142.9) and low pollution (11.7).
