We indians do not have any concept of crowd control or holding capacity, be it in temples or any public places for that matter. Train and bus tickets are issued irrespective of overcrowding and vehicles are sold unhindered irrespective of roads being already choked. Police and officials are not trained in crowd control. But then what to expect in a country where people breed mindlessly in spite of living in the most crowded on the planet.
