Actually end of October is not the right time to visit lahul & spiti ,specifically Kaza ,kunzum pass ,and chandratal . Local tour authorities knows everything though they organised the tour program for extra money ,state government must take necessary appropriate action to stop lahul spiti tour program after September every year to avoid these kind of circumstances.
