GUWAHATI: Manipur govt has said MHA has communicated that the Protected Area Regime has been reimposed in the state along with Nagaland and Mizoram, restricting legitimate entry of foreigners to these states.
The state govt, in a statement issued late Wednesday, stated the restrictions have been reimposed "in light of mounting security concerns arising from influx from neighbouring countries."
The state govt further stated, "With this reimposition, the movement of foreigners visiting Manipur will be stringently monitored, and they are required to obtain the necessary Protected Area Permit (PAP) in accordance with the Foreigners (Protected Areas) Order, 1958."
Under the Foreigners (Protected Areas) Order, 1958, foreign nationals must obtain a PAP to enter designated areas in India, particularly in the northeast. In 2010, the Centre lifted the PAP requirement for Manipur, Nagaland and Mizoram for foreign nationals except those from China, Pakistan and Afghanistan, aiming to enhance tourism in the region. This order was extended periodically. The final extension was issued on Dec 16, 2022 and was valid until Dec 2027.
On Tuesday, MHA communicated to the chief secretaries of Manipur, Mizoram and Nagaland regarding the revised criteria for PAR.
The state govt's statement also said the state govt has acknowledged the warning issued by an organisation which cautioned chief minister N Biren Singh against travelling to Senapati district through Kangpokpi district by road to attend a cultural programme on Wednesday.
It specified, "Upon investigation, it has been ascertained that no such organisation (Kuki Zo Council) exists in Manipur. The origin and authenticity of this group are highly questionable."
The statement indicated that police are thoroughly investigating this matter and an FIR will be registered to determine the true nature and intent behind such misleading activities.
The govt additionally advised the public "to exercise prudence and disregard statements or claims from organisations of dubious origins, which have been emerging recently with the apparent intention of creating confusion and unrest".
It stated that the state govt remains committed to maintaining peace and harmony in the state and urged citizens to remain vigilant and rely solely on credible sources of information.
