Cabinet approves 27 proposals to be tabled in Assembly from tomorrow

Guwahati: Assam cabinet on Sunday green lit a comprehensive set of 27 legislative proposals, which are slated to be presented to the state assembly during the winter session starting Nov 25.

Among these proposals is the tabling of the Mehta Commission report on the Assam Agitation. This report, alongside the Tiwari Commission report, will be presented to provide insights into the causes of the 1983 violence during the Assam Agitation, which resulted in over 3,000 deaths at Nellie. The Mehta Commission, an unofficial inquiry initiated by the All Assam Students’ Union (Aasu), will be tabled for the first time, offering a non-governmental perspective on the events.

The cabinet’s decision to present both reports aims to allow the people of Assam to study the root causes of the Assam Agitation and the identity issues faced by the Assamese people.

In addition to these reports, the cabinet has approved several other legislative measures. One significant proposal is the amendment of the Prevention of Cruelty to Animals Act to permit traditional buffalo fights, known as Moh Juj, during the Magh Bihu celebrations. This move reflects a cultural adaptation within the legal framework.

The cabinet also plans to bring minority-run schools under the Assam Non-Govt (Regulation of Fees) Act, ensuring fee regulation. Furthermore, the provincialisation of schools and colleges is on the agenda, with new legislation aimed at regularising the jobs of thousands of employees in institutions established in 2006. This includes a provision for annual salary increments for employees.

A significant educational development is the approval of a new university to be established by Azim Premji University at Palasbari near Guwahati with an investment exceeding Rs 1,000 crore. This institution aims to provide world-class education to over 10,000 students.

Regarding land allocation, the cabinet has decided to allot 2.18 bighas of land to over three lakh tea garden labourer families, with restrictions on selling the land for 20 years to ensure it remains within the community. This decision amends the Ceiling Act to safeguard labour lines.

To protect tribal lands, the cabinet plans to establish district land tribunals with judicial status, following recommendations from the Biplab Kumar Sharma commission.

The cabinet has also approved the Maintenance, Repair & Overhaul (MRO) Policy of Assam, 2025 that aims to establish world-class MRO facilities, attracting significant investments and generating skilled jobs.
