The suspect, identified as Mehfooz Khan alias Bhura Dalal, is a resident of Moradabad in Uttar Pradesh. Boxer was recently brought back by the Special Cell from Mexico. Khan was arrested from Rohini on the basis of information given by Boxer during interrogation.

"Khan was arrested by a team led by ACP Lalit Mohan Negi. Seven passports, five Aadhaar cards, seven PAN cards and six voter cards have been recovered from him," special commissioner HGS Dhaliwal said. Boxer, who was at the top of police's most wanted list, had fled the country in January using a forged passport. Earlier, a UP cop was suspended for callously verifying Boxer's passport. While the regional passport office is in Bareilly, Boxer had given a Moradabad address and the verification was done by the police there. Khan had co-ordinated the entire process and prepared forged ID cards for boxer, police said.

"Khan is a post-graduate in political science from Hindu College, Moradabad. After his education, he started a business with his uncle and manufactured and supplied 'Mata ki Chunni' in Katra, Jammu, Amritsar, Bengaluru, Surat and other places in India," the special CP added. In 2014, he quit this business and started a tour and travel office in Moradabad. He hired a couple of employees and started making passport applications for those willing to go to Saudi Arabia for Haj and Umra.

During this period, he came across with a passport agent and started making forged documents for those who wanted fake passports. In 2016-17, he also took admission in an LLB course to learn about legal complications and loopholes with regard to his illegal business, police said.

"He revealed that in November 2022, Boxer's associate approached him for a fake passport and gave him an advance of Rs 5,000," the special CP said. After the passport was made, Khan was given about Rs 13,000.
