Ahmedabad: CG Road’s Municipal Market among AMC’s 4k properties up for sale

Ahmedabad: The AMC's Asset Monetisation Cell is preparing for the first time to determine a strategy for the valuation and sale of AMC-owned and leased properties. The cell, established in March 2025, has floated a tender for the appointment of a consultant, which is expected to be finalised next month. The cell and the consultant will work together on the sales strategy.The consultant will specifically focus on the strategy to sell 4,113 leasehold properties, including the prominent Municipal Market on CG Road. Consultants vying for the appointment are expected to submit their proposals by Jan 31. The AMC estimates the valuation of these properties across different areas to be over Rs 2,000 crore.
Additionally, the cell is considering a strategy to monetise reserved plots by developing them through the public-private partnership (PPP) model. Other revenue-generating ideas being explored include renting out municipal school buildings during off-hours and allowing private bus operations in the BRTS corridors. In March 2025, the municipal commissioner issued a circular for the formation of the Asset Monetisation Cell, which became operational on March 19. A committee of nine officials was formed under the chairmanship of the commissioner. This committee includes deputy municipal commissioner (projects), deputy municipal commissioner (estate), deputy municipal commissioner (finance), deputy municipal commissioner (legal), estate officer, head of department (non-tax revenue), chief city planner, chief accountant, deputy chief accountant. The cell will create a strategy to boost non-conventional income sources from the AMC's movable and immovable properties. This includes developing plans for the sale of public buildings, public schools, space under bridges, parking plots, advertisement sites, machinery, vehicles, and digital data. The AMC said that currently, there is no clear plan to generate income from these assets, resulting in lower revenue. Now, a SOP will be prepared to monetise the AMC's assets. Furthermore, the committee will examine the feasibility of generating revenue by allowing private buses to use dedicated BRTS/AMTS corridors. Additionally, the committee will coordinate with the Smart City company to identify digital data that can be sold. Across various areas, the AMC has 4,113 properties on lease, but in the past five years, not a single tenant showed interest in buying these leasehold properties.
