is considering the introduction of a provision to offer golden handshakes to employees older than 50 years under Section 56 (J) of the Fundamental Rules and Supplementary Rules (FRSR), which set out the rules governing

government employees

According to Section 56 (J) of FRSR, if the government finds the services and performance of an employee above 50 years of age unsatisfactory, she or he can be sent to retirement with three months' notice or three months' salary paid in advance. "The government is ready to fulfil all commitments made to employees. At the same time, a system would be put in place to ensure defined and designated quality services from them on time. IT-enabled systems will be there to monitor the performance of each and every

Biplab Deb

told senior bureaucrats at an administrative meeting here on Tuesday.

Deb has instructed the chief secretary to ask the respective heads of departments to prepare detailed annual performance appraisal reports for each employee and sent these to the chief minister's office for review every six months. "The state government has been trying very hard to improve the work culture in government offices and make the system accountable and transparent. But there has been no sign of change," Deb said.
